Governance and Policy

The Association's governance and policies are the combination of the State of NH RSA's governing Condominium Associations, the Village at Barrett Hill Condominium Declaration & Bylaws, Amendments to those documents and the Policies that have been adopted since formation of the Association.  Those documents have been consolidated for Owner use on the VBH Governance Page.  Owners and prospective Owners should consult that page for links to the various documents.

Residents Handbook

The Residents Handbook(caution: it is a large pdf file) was updated Feb 2008 to update the obvious changes as an interim update.   The Governance Committee and the Board are in the process of reviewing all VBH Policies for relevance and will be issuing draft and final changes to documents as time permits.  It is expected that a full update of the Residents Handbook will be published during 2009 with policies in force at that time.  

Caution:  The Residents Handbook was created as a quick reference for owners to provide some helpful information, however, it is not the legal document(s) that govern the Association.  Legal Governance is via the Condominium Declaration, Bylaws and the released policies of the Association which should be consulted for official Association rules and regulations .  An analogy;  you can think of the Residents Handbook as the information brochure for an insurance policy with the Condominium Declaration, Bylaws and Policies as the actual insurance policy details.  Current and proposed policies underconsideration can be found on the VBH Governance page.  New Policies or changed policies dated post 2/17/08 aren't included in the current version of the Residents Handbook.

Owner Information Form

Each Owner is required to complete the "Annual Owner Information" form at least yearly to be an "Owner in Good Standing" and eligible to vote.   The Mail-in Form can be printed and mailed to Harvard or the Online Form can be used. It is also provided to owners in the Annual Meeting mailing.  It has information that is very helpful in managing the Association and for communicating with Owners during the year.  If you are new to the Community or you haven't provided the form this year, please either print out Mail-in Form and send the completed form to Rosemary Whitney, Harvard Management Solutions, PO Box 2019, Merrimack, NH 03054 or complete the Online Form.
