Association GovernanceThe Governance of the Association is derived from the State of NH RSA's in particular Chapter 356-B Condominium Act. The Condominium was formed by the filing of the Village at Barrett Hill Condominium Declaration and Bylaws with the State of NH and has had several Amendments recorded against the documents. The Policies of the Association are derived from the authorities contained in the Condominium Declaration and Bylaws. The Board has also adopted Standard Operating Practices to cover day to day operations of the Association to provide some consistency to Board decisions. All these documents taken together form the Governance of the Association. Although the web site contains copies of RSA's, Condominium Declaration & Bylaws and Amendments thereto, the only official legal versions of the documents are those that are in the State and Registry of Deeds files. Table Notes: PR- Policy Resolution AR- Administrative Resolution SR- Special Resolution GR- General Resolution Governance CommitteeAmong the many projects the Board is tackling for 2009, one is modernizing some outdated policies. Some policies are ineffective as Owners and Residents may not be aware of them and others are written in a way they may be difficult to understand. The Policy/Governance Committee was established by the Board in 2007. The Committee is redrafting the policies and will be proposing changes to the Board. The Board will review and iterate the draft policies with the Committee and when there is consensus will publish the preliminary policy in the newsletter to solicit Community input. After substantive issues are resolved, the policy will be issued to the Community and be refleected as the current Policy of the Association. The Committee and the Board value owner input so please keep an eye out for policy proposals in the Newsletters and on this page and provide comments. The objective is to assess most of the policies before starting the VBH Residents Handbook update planned for 2008. It is in everyones best interest to assure that the policies are reasonable, necessary for the governance of the Association and enforceable.
